Virginia is one of the best states in the nation at cleaning their voter rolls. I can only imagine the level of noncitizen voting in states that are terrible at it, like Pennsylvania, as organizations such as the Public Interest Legal Foundation have proven. This lends credence to the need for Congress to enact the SAVE Act requiring those registering to vote to provide proof of citizenship. A flaw of the 1993 Voter Registration Act ("Motor Voter" law) invites everyone who applies for a license the opportunity to register with no proof other than word. While many of these registrations are made by mistake or out of ignorance, the SAVE Act can minimize such errors.
